          ABOUT THE AUTHORS: Sungsup Ra is Director of Human and Social Development Division (SAHS), South Asia 
          Department, Asian Development Bank (ADB). He concurrently serves as chair of the Education Sector Group at 
          ADB. He has published extensively on topics related to education, skills development, and public policy. He has broad 
          experience working with public and private entities and has taught at leading universities in Japan, the Republic of 
          Korea, and the United States. Sungsook Kim is Senior Research Fellow at Korea Institute for Curriculum and Evaluation. 
          Dr. Kim’s research focuses largely on assessment of educational achievement and quality control of test instruments. 
          She served in the Programme for International Student Assessment (PISA) Strategic Development Group and as 
          vice-chair of the PISA Governing Board. Ki Jong Rhee, Professor at Kookmin University, has served as president of 
          the Korea Association for Survey Research, and president of the Korea Big Data Association. He also serves as chair 
          of the university assessment and evaluation and chair of the secondary education consulting, sponsored by the 
          Korean Ministry of Education. His interests include large- scale student assessment, psychometrics, and statistical 
          modeling for social phenomena.
