        health insurance.  The Affordable Care Act 
        (ACA) will help small businesses by 
        lowering premium cost growth and 
        increasing access to quality, affordable 
        health insurance.

            ACA Reduces Premium Cost Growth and  
            Increases Access to Affordable Care 
    Before ACA, Small Employers         Today, under ACA, insurance companies: 
    Faced Many Obstacles to             •  Face limits on administrative spending. Most insurers
